Share fax issues on SBS2k3 after SP1

We are running SBS 2k3 Premium and have not been able to get share fax to run
on the server. I have searched and followed all the great information
provided in the KB's and here but still we cannot get it to work. It appears
that even though I have changed the registry key for the local country code
upon rebooting it resets itself to the previous value. Anyone have any ideas.
