I understand that after a restart, the administrator account cannot logon
to the Server. If I have misunderstoody your concern, please let me know.
Due to this is an ungent issue, my suggestion is contacting Microsoft
Product Support Services via telephone for the quickest solution and the
dedicated Support Professional can assist with your request. Please be
advised that contacting phone support will be a charged call.

Here, I still would like to help you on your issue. Due to the complexity
of the issue, here is the general steps for troubleshooting:
NOTE: If it is due to the password incorrect,, and in this case, you still
need to contact PSS call.
The following steps only apply when the following conditions are true:
1> Password is correct.
2> You can access this computer (server) from the network. This is a Policy
on your server, and you did not change any settings on this Policy.
a. Logon a client computer with the administrator account to see if it
works.
b. If it failed due to password or interactively logon is prohibited,
unplug the cable, logon by the administrator account, and plug the cable.
c. Go to \\domain\sysvol\domain.com\policies.
d. Copy all the content to local computer.
e. Check these GPOs one by one to see where the security template is
applied.
f. Once you locate the security template file Gptmpl.inf, open it as
notepad, check whether there is following scripts:
[Privilege Rights]
SeDenyXXXXLogonRight = XXXXXX
clear them. Increase the computer part of the version number in GPT.ini.
g. Restart the SBS Server and logon again.
