Yes, your scenario is most securest method. I also suggest you that refer
to the following document to secure your SBS 2K3 server.
Securing Your Windows Small Business Server 2003 Network

You can bypass the SBS 2K3 server and connnect to the Internet through
router. In this case, the client cannot browse any information on the SBS
2K3 server, because he/she does not join the domain.
