MSSQL$SBSMONITORING gets stuck using 98-99% of processor cycles

This is the second time I've caught this happening. It will continue until I
manually kill the process. I've been fighting with services randomly
stopping for several months now, both pre and post SP1. I'm wondering if
this could be a cause or symptom.
