>From your description, I understand you have encountered connection issue
between Exchange server and Client outlook application after installing SBS
2003 SP1. And you got many errors on event log. If I have misunderstood
your concerns, please do not hesitate to let me know.
Based on my research, 9099 event can indicate a WMI issue on your Exchange
servers. I would suggest you first try the solution in the following
article to re-register the Exchange 2003 Server namespace with WMI to see
if we can fix the problem.
288590 Error "0x8004100e" and event ID 9097 occur when you run the System

Note: Although you may not get the 9097 error, the above KB article can
still be applied because re-registering the Exchange 2003 Server namespace
with WMI usually will fix such kind of errors due to WMI problem.
If the problem still persists after trying the above method, I still
suggest you try the steps in the KB article 326011:

Please also use Wbemtest.exe to make sure that WMI work properly. For more
information, please refer to the following article.

Regarding the warning event 5603, this is a by-design behavior. The
reasoning behind the warning is that the operating system informs the
administrators that a WMI provider runs under the LocalSystem context. This
is the reason why we see this warning anytime the WMI service starts up.
Actually, this does not indicate a system error. We can safely ignore the
event. Please do not worry.
Regarding the Perflib event 1016, it is normal for this DLL; any time you
go into perfmon and load the IS counters you see this event, there's no
impact to the System.
The workaround is to suppresses 1016 event:
1. Open Regedit.
2. Locate the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Perflib
3. If the registry value Configuration Flags is not present, add it.
4. Set Configuration Flags to 0x01 to "Do not test for data buffer
alignment errors. Suppresses 1016 event".

| Since doing the SP1 upgrade on my SBS 2003, I am having major
connectivity issues between my desktop Outlook 2003 applications and
the Exchange Server. All day we get errors on sevaral machines that
indicate there is a server request pending, Exchange is offline or,
while trying to connect, the operation failed.
The only errors I seem to see a lot of in the event log that may be
connected are pasted below - where can I update the libraries?

"C:\Program Files\Exchsrvr\bin\mdbperf.dll" library is not aligned on
an 8-byte boundary. This may cause problems for applications that are
trying to read the performance data buffer. Contact the manufacturer
of this library or service to have this problem corrected or to get a
newer version of this library.

A provider, PerfProv, has been registered in the WMI namespace,
ROOT\CIMV2\MicrosoftHealthMonitor\PerfMon, but did not specify the
HostingModel property. This provider will be run using the
LocalSystem account. This account is privileged and the provider may
cause a security violation if it does not correctly impersonate user
requests. Ensure that provider has been reviewed for security
behavior and update the HostingModel property of the provider
registration to an account with the least privileges possible for the
required functionality.
