Event 1000 - activation.exe while adding licenses to SBS 2003



I've read a few articles about this issue - and hope I can get some
help. I have done several sbs 2003 installations with no issues. On
this particular server (Sbs 2003 running Windows 2003 Sp1, Exchange
2003 Sp1, and SBS 2003 Sp1 applied in correct order) I am not able to
add 5 licenses. When I go through the wizard, nothing happens, and the
above event is logged "Event 1000- activation.exe".

I was wondering if anyone has resolved this issue.
