Thank you for posting to the SBS Newsgroup.
I understand that you have installed SP1 and SAP on the SBS 2K3 server, and
now you have two issues, one is permission and another one is Exchange
cannot retrieve POP3 emails. If I have misunderstood your issue, please let
me know.
I understand that SAP support has guaranteed you that they did not make any
changes, but just as you said that "everything had been working OK during 4
days before their efforts", so it seems that thing does not look like what
SAP support said.
I have checked SAP B1 in our Windows Server Catalog, but I cannot find it
is listed there. Please see:

So I suggest you that still need to contact SAP support for the most
qualified pool of respondents.
At the same time, please see my additional information for your issues.
[Note]: I cannot guarantee that the information will work because you have
SAP installed on server currently.
1. I am not sure how SAP supporters changed the permissions in component
services. But it seems that before they made the changes, things worked
fine on your side.
2. POP3 connector checks recipient policy (for global mailbox) and POP3
connector settings (for user mailbox) to deliver the emails. Failed emails
will be put in the POP3 connector folder: %system drive%\Program
Files\Microsoft Windows Small Business Server\Networking\POP3\Failed Mail.
So please check whether emails have arrived in POP3 connector or not.
3. Still at %system drive%\Program Files\Microsoft Windows Small Business
Server\Networking\POP3\Failed Mail, right click the Failed Mail folder, go
to Properties, check the folder permissions.
4. Run "services.msc" (without quotation marks) on the server, restart the
following services:
Microsoft Connector for POP3 Mailboxes
Microsoft Exchange Information Store
Microsoft Exchange POP3
Microsoft Exchange Routing Engine
Microsoft Exchange System Attendant
