Let me clarify this...
If you are a system builder... its perfectly legal (AFAIK) to buy OEM
software without hardware because *you* are the one responsable to make the
bundle and sell it to your client.
Also, I have to respectfully disagree (as usual :-) with Susan's comments
that these vendors are not legit... if you go to CompUSA and buy an academic
version of Office (1/3rd of the orginal price) when you are not a student
does that make them a illegit vendor? I don't think so.
