HELP Deleted all WSS Users

A customer running SBS 2003 which has WSS by defauld made a mistake and
deleted all users from Sharpoint administration including the administrator
user.
Now even from the server using the administrator account he cannot access
the admin panel to re-recreate users or administer sharepoint.

Anyone has any suggestions on how to restore the users for this ????
