According to your description, I understand that you encountered some
problem in changing password on outlook 2003.
Analyzing and suggestions:

Generally speaking, the clients who are running Outlook and are not part of
a Windows Domain will not receive the password expiration notification due
to not logging on to a domain. This is an expected behavior. we did have a
hotfix for this issue, but it only apply to outlook with RPC and HTTP, not
for local users; does your issue occur on remote user only? You can refer
to following KB article for detailed information:

Also as I know, this hotfix is also included in Windows 2003 SP1 which is
part of SBS 2003 SP1. You can apply the SBS 2003 SP1 to resolve this issue.

SBS 2003 SP1, if you have not installed it.
Follow the steps outlined in these documents to install the important
updates included with Service Pack 1 for Windows Small Business Server 2003
from CD.
