No password expiration message/Can't change password

Some Office Outlook 2003 users, both XP and W2000; "Password has expired ...
must change now" message without ever showing a "about to expire" message and
then user can't change the password. I know I saw a fix for this somewhere
on Microsoft but I can't find it now. Anyone know what it is?
