Windows firewall on clients

I have set up SBS 2003 on my home network as a learning experience.
After running through the initial setup tasks all is running well. I have
one setting which I would like to change - all PCs have the Windows Firewall
turned on by default, and the setting cant be modified locally. Obviously
this is some sort of default policy. Could someone please point me to the
relevent console where I can edit this policy.
