clients cannot access internet after implementing ISA 2000

Finally added a second NIC and installed ISA.

Clients can ping the internet, but the web browser gives this message:

403 Forbidden THe ISA denies URL (122202)

I've read the posts here already and we still can't access internet. The
server can.
