Dial 9 for outbound faxing

I setup the fax server in SBS 2003 and I am having problems with outbound
faxing /dialing rules.
The Fax modem can receive faxes with no problems, but when sending outbound
faxes the dialing rules set up on the modem are not applied.
The modem needs to dial 9 to get an outside line and that is not working.
Do I need to configure Outgoing routing rules in Fax Server Manager to make
this work? I do not see a field where that can be setup.
