It can't help to try my suggestion but I bet it solves your issue. I've seen
this even with version 7.
If you have their CD, in the one of the folders you will find a batch file
that does exactly this, stops and starts all the services. For me this
workaround has been an ongoing issue with their software. Nice to know the
version 10 hasn't fixed the issue as one Veritas tech told me that with
version 10 you no longer have to always restart the services. Seems like no
reason to upgrade now.
