Hi George,

If you could not found any error messages in event view, could you stop the
all kinds of third part services and make a clean reboot on SBS 2003 to see
if the issue can be resolved.

If not, we might have to reinstall the sharepoint on your SBS 2003, you can
refer to following KB articles:
