CEICW Fails at RegisterMSBOExchangeBP

I am trying to bring a upgraded server on line and I am getting errors when
I run the CEICW. The relevent errors are:

Error 0x1 returned from call to RegisterMSBOExchangeBP().
Error 0x80070057 returned from call to Configuring anonymous access for SBS
dirs().
Error 0x80070057 returned from call to
CStingrayCommit::DoGeneralConfiguration().
Error 0x80070057 returned from call to Doing general configuration().
Error 0x80070057 returned from call to CStingrayCommit::CommitEx().
