Server slow at times

I am experiencing intermittent preformance issues.

I first noted problems in browsing the Internet. At times everything runs
great and then all of sudden pages stop loading because the website cannot be
found. Refreshing several times loads the page and browsing may or may not
return to normal at that time. This behavior can last from a minute up to
five minutes. This issue affects the server itself as well as all clients.

I've also noted that performace related to data access from/to the server is
slow at times. It lasts just about as long as the Internet issue but I
haven't mapped them out to see if they are related but I believe them to be.

The server has a P4 3.2, 3GB of ram, PERC 4 RAID 5 controller, an Intel dual
port Gigabit NIC. (One port to the switch and one to the ISP through the
firewall appliance). The switch is a Dell 2324. The server is running
Exchange 2003 (no direct email I use pop3 & smtp connectors) Veritas Backup
Exec for 2003 (ver 9.1).

I found a KB article concerning performance issues because of an outdated
kernel filter driver used with some versions of Veritas but I have confirmed
that that driver is NOT used with my version of Veritas.

I have disabled digital signatures on both Domain and Domain Controllers
Policies but nothing has helped.
