w32time, can't start service

Hi,
I'm trying to get the time service on the server running but whenever I go
into services and start windows time it always comes up with an error:
"System Error 1058"
"The service cannot be started, either the service is disabled or because it
has no enabled devices associated with it."
I opened up port 123 on ISA, and have tried many commands that are suggested
on configuring the service, but nothing is working.
Any help?
(Running SBS 2003, dual nic, router to DSL)
