Thanks again for all the help you are giving me.

What I was trying to explain about the bindings is that for the external
nic, the selection look just like the ones for the internal nic, In other
words, the two available TCP/IP items that can be selected are below and
indented from the selectable line items Client for Microsoft Networks and
File and Printer sharing for Microsoft Networks. When I select the TCP/IP
item below either one of those items (Client for MS networks or printer
sharing), both the TCP/IP and the Service, Client or printer sharing are also
selected automatically, just like they are for the internal nic. TCP/IP
cannot be selected exclusive of those services. There is no stand alone
TCP/IP item for the external nic and when I go into the properties for the
external nic and try to remove the Client for MS networks or the File and
printer sharing, it says it will remove these services for all connections. I
have tried selecting the TCP/IP along with the Service mentioned above for
the external nic but it makes no difference.

In the DHCP Scope Options, 015 does point to our local domain name. I don't
know what

The clients have the same services enabled.

Also I should mention, When i try to "repair this connection" on either the
internal or external connections, I get an immediate error " Failed: Flushing
ARP Cache". I tried clearing the ARP with netsh but also no change. I did run
the CEICW (several times) but it failed on the network setup. I also
uninstalled the IIS services and reinstalled them (after applying a patch
from MS and finally got the "remote web workplace" to show up in the CEICW
Web Services screen.
