FTP access gone

Hello,
I recently had to do a complete reinstall of sbs2k3, due to a
crashed/unrestorable active directory, so I applied all of the patches to be
completly up to date. Now I can't access ftp sites, with ISA 2k4, when I had
no problems w/ISA 2k. Everytime I try to connect to an ftp site I get a
"Windows cannot access this folder.... Details: The connection with the
server was reset" message. If I try to access an ftp site via smartFTP,
WSftpPro, or CuteFTP, I can't connect. I have implemented an FTP/FTP Server
rule on ISA, with full access, restarted the services, and still nothing. It
seems the connection is timing out. Exchange works fine, I can access http
sites, it just seems to be happening with FTP. Any suggestions are
appreciated and thank you in advace.
