Slow Network

My server is P4 2.8 with 1.5GB of ram, sits behind a symantec gateway
security 320 21 client computers and 3 networked printers. I don't have ISA
installed have installed SP1 and all updates, using the server to web host,
exchange, companyweb & symantec antivirus 9.1 corp edition. Lately the
server CPU load seems to be running high alot, it is taking a long time for
users to login and and file share are very slow(quickbooks) plus companyweb
doc's. Is it time to go to two servers and seperate things out?
