Hello John,
Thank you for posting in the SBS newsgroup.
In reference to your question, please refer to the below steps:
1. Open the Exchange System Manager console, expand Folders -> Public
Folders.
2. Right-click the Public Folders, and select New -> Public Folder, and
then type the appropriate name.
3. Right-click the folder, and select Properties.
4. Click the Permissions tab, click the Client permissions, click
Directory rights.
5. On the dialog box, click Add, type the STS_WPG under the Enter the
object names to select box, click OK.
6. Click the Administrative rights.
7. On the dialog box, click Add, type the STS_WPG under the Enter the
object names to select box, click OK.
Note: Windows SharePoint Services is to create a local server group that is
used to store the accounts that Windows SharePoint Services specifies as
the identity of the application pools. The group is called STS_WPG.
To get detailed information, you may refer to the following article:

I hope this helps. If you have any questions or concerns, please do not
hesitate to let me know. I am always happy to be of further assistance.
Best regards,
Nathan Liu (MSFT)
