When it comes to SSL Certs, the end user not only has to install the
certificate, but they also have to trust the Certification Authority (CA)
that issued the certificate. Most browsers come with a pre-populated
Trusted Root Store that includes the major SSL Cert CAs. If you want to
issue your own SSL Certs via Certificate Services, then you'll need to
expose your CA Cert so that your end users can install that cert to their
Trusted Root. Once they trust you as a trusted CA, then they can install
your individually issued SSL Certs without additional prompting.

However - I'd strongly recommend just buying an SSL Cert - they're really
starting to come down in price (trying to remember where I saw them for ~$30
.. . . )
