Fax Preview Button

I am using the Shared Fax component of Small Business Server 2003. When
printing to the shared fax a wizard pops up that allows me to enter the
information I need to fax.

Some of my users are administrators on their local machines and some are
not. The users that are administrators have a "Preview Fax" button that is
available to them before they click finish on the wizard. The users that are
not administrators do not have this button.

How can I make the "Preview Fax" button available to users without making
them local administrators on their computers?
