Hello Victor,
Thank you for posting in the SBS newsgroup.
According to your description, I understand that the Web Services
Configuration page does not appear when you are running the CEICW. If I
have misunderstood your concern, please don't hesitate to let me know.
To narrow down this issue, please help me collect the following information:
1. Please re-run CEICW, on the Connection Type page, click Do not change
connection type. On the Firewall page, click Do not change firewall
configuration. Click Next, what page is appeared? Please do a screen
capture of the issue, and attach it in your reply.
2. Please help me re-confirm whether or not the OWA, RWW, Companyweb are
working on the internal and external, when the issue occurs.
3. Please perform the below steps to registry the dll file:
A. Copy the secatts.dll file from the SBS 2003 CD3\SBS\Connect folder to
the following path: c:\program files\Microsoft Windows Small Business
Server\Networking.
B. Copy the wizproxy.dll, Wizcert.dll, WizINet.dll files from the SBS 2003
CD3\SBS\Connect\icw folder to the following path: c:\program
files\Microsoft Windows Small Business Server\Networking\icw.
C. Open a command prompt: start-->run--->cmd hit ok
D. Locate to the following path: c:\program files\Microsoft Windows Small
Business Server\Networking, run "regsvr32 secatts.dll" (without the
quotation marks ).
E. Locate to the following path: c:\program files\Microsoft Windows Small
Business Server\Networking\ICW, run "regsvr32 wizproxy.dll", and
run "regsvr32 Wizcert.dll", and then run "regsvr32 WizINet.dll".
Please re-run the CEICW, and check if the issue can be re-produced.
4. Please locate the Errorlog.txt and Eventlog.txt from the ..\Program
Files\Microsoft Integration\Windows Small Business Server 2003\Logs folder,
and check whether there are any error messages noted on this issue, then
paste the full context in your reply.
5. If the issue persists, please locate the Icwdetails.htm file from the
%sbsprogramdir%\Networking\ICW folder, copy all contexts of the file and
paste it in your reply.
6. Please also locate the icwlog.txt file from the c:\program
files\Microsoft Windows Small Business Server\Support folder, and check
whether there are any error messages noted on this issue, then paste the
full context in your reply.
To get additional information, you may refer to the following KB article:

I'm looking forward to your update. If you have any questions or concerns,
please do not hesitate to let me know. I am always happy to be of further
assistance.
Best regards,
Nathan Liu (MSFT)
