Problem with SharePoint services and .NET framework after office move

We timed our upgrade to SP1 for a general shutdown period whilst we moved
our office location. This also involved a change of LAN configuration such
that we needed to change the server IP address (using the change server IP
wizard).

We first changed the server IP address in the new office, and connected to
the Internet through an externall firewall, as in our previous location. The
only changes were a move from 192.168.1.10 to 192.168.11.10, and using a new
external DHCP server for the clients.

We upgraded through the server help and support center, windows update. We
followed instructions, including restarts as demanded. We encountered no
problems.

Exchange, and file and folder sharing are working as norml. However, the
company web cannot be accessed. On browsing to the companyweb URL we are
challenged to log in; our accounts do not gain access. After three attempts
we get 'service unavailable'.

We have also seen an alarm message:
'gacutil.exe - unable to locate component. This application has failed to
start because mscoree.dll was not found. Re-installing the application may
fix this problem.'

A further symptom is that the .NET Framework seems faulty. Using the mmc
console and attempting to add the .NET Configuration 1.1 snap-in produces
the following result: Red circle with white X 'Snap-in Creation Failed. The
snap-in is not created, it may not be installed properly. Name:.NET
Framework 1.1 Configuration CLSID:{1270E004-F895-42BE-8070-DF90D60CBB75}.
