Licensing Error Messages that don't make sense

We've been running SBS 2003 Std for a year. At the time of purchase we also
purchased 25 add'l licenses for a total of 30 CALs. We had 27 users until a
month ago, and now have 26 users. The License Taskpad shows Maximum usage
of 24. However, I'm getting occasional critical errors in the application
log with event ID 202: LicenseService. "The product Windows Server is out
of licenses. Use Licensing from the Administrative Tools folder for more
information on which users are out of compliance and how many licenses
should be purchased."

The only recent change to the SBS is the installation of a Remote Agent for
BackupExec 10.0, to facilitate backups to a DLT drive via BackupExec 10
(both drive and software installed on a Server 2003 STD machine added to my
network a few months ago). Could this have anything to do with the License
Messages?

How can I tell if the CALs I have are per user, per seat, per computer, per
connection, or what? Since the Licensing Taskpad doesn't seem to be very
helpful, what's my next step?

Any help appreciated.

Thanks,

Bryan
