internet connectivity

I installed the latest patches last night (except for SP1) and today IE is
not connecting to the internet. Strange thing is that I can get there via
ping and a SQL app can connect to an external server. So I know we are
connected.

Events show that "HTTP is unable to bind to the underlying transport for
192.168.16.201:8082 (internal ip) ... Event ID 15005
looks like one of the updates broke something but I'm not sure how to start
troubleshooting. Any help would be appreciated
