File recovery when accidentally deleted??

Hello!
In the old days, when my files were on an NT4 server using a mapped drive to
get to them, if I deleted a file, it was gone, period. There was no Recycle
Bin, no undo, it was gone for good (not counting backups, of course).
Is this still true for SBS 2003? I know we have Offline Files and Shadow
Copies, but we recently had it happen where the user created the file around
1:00PM, after the second default scheduled Shadow Copy on the server had
run. He worked on it for several hours, saving once or twice, then
accidentally deleted it. There was no way to recover the file. It was not in
his local Recycle Bin, nor in the server's Recycle Bin. Using the Windows
Explorer undo did nothing on his local computer or on the server. It did not
show under Previous Versions when right-clicking the folder in which the
file had been created. He had to start from scratch.
If this behavior is still the default, how can I change it? Any good
third-party applications to give undelete ability?
