I think I found the problem. I got into RWW and displayed a Performance
Report. For an unknown reason, the server did not actually restart. I
suspect it is in some type of "shutdown pending" state which is allowing
RWW but not Terminal Services.

On Monday I will have the customer complete the shutdown / restart.
I'll report back here with results.
