Thank you for your update.

As you mentioned, you received the error 1007 on the event log. Based on my
research, please refer to the following information:

This issue may occur if the SSL configuration settings on the Web site are
not correct. A Web site that uses a SSL certificate must have a unique IP
address and SSL port assigned to it. The Web server uses the IP address and
the port to bind the SSL certificate to the Web site. If you use the
default SSL port 443 on more than one Web site, the IP address cannot be
shared. When multiple Web sites use the same IP address and the same
default SSL port 443, the Web server cannot use the IP address and the SSL
port to bind the SSL certificate to the Web site. Therefore, the Web server
cannot start the Web site.

To resolve this issue, assign a unique IP address to the Web site that uses
SSL. To do this, follow these steps:

1. Start Internet Information Services (IIS) Manager.

2. In the left pane, expand "Web Sites".

3. Right-click the Web site that you want to modify, and then click
"Properties".

4. On the "Web Site" tab, click "Advanced".

5. Under "Multiple SSL identities for this Web site", click to select the
entry with port 443 listed in the SSL port field, and then click "Edit".

6. In the "IP address" box, enter the IP address of the Web site, and then
click "OK". Note Multiple Web sites can share the same IP address
or unassigned only if they use different SSL ports to bind the SSL
certificate to the Web site.

7. Click "OK" to close the "Advanced Web Site Identification" dialog box.

8. Click "OK" to close the Web site properties dialog box.

9. Right-click the Web site that you just modified, click "Stop", and then
click "Start". You see that the Web site has started.

10. Quit Internet Information Services (IIS) Manager.

may need more deeper troubleshooting and collect more log, it is
recommended that you contact CSS support, since there could have more
interactive troubleshoot process with Microsoft Support professional and
