The concept of Device or User CALs is a legal one, not technical. In other
words... SBS doesn't track which CALs are which.

You are the one responsable to "assign" an User CAL to John Doe or a Device
CAL to his computer... and to keep records of it so when the licensing
police come knocking on your door you can say "Here's how CALs are
distributed!".

Weird, isn't it? :-)
