Please help me understand how per-user licensing works in the real world.

We are in the process of migrating to a new SBS2k3 Server and I am
trying to decide between ordering additional per user licenses vs. per
device licenses.

Our organization definitely fits the model for per user licensing being
the best option, as every employee has their own computer at the office
and several of our employees have multiple devices. But for the life
of me, I cannot find any information about how the per-user setup
actually works in the real world.

For instance I have 4 devices (my desktop at work, a notebook computer,
a PocketPC based phone and a home computer). It would be great to buy
1 CAL and be able to use all of them. But I typically never log out or
shut down my desktop computer (security is not really an issue). If I
go home and try to use my home computer or notebook, will I be unable
to log onto the server because I am already logged in at the office?

I guess my question boils down to whether or not it is required that a
licensed user be logged into only one device at any given time. If
that is the case, I would rather go with a per device setup (even at
extra cost) so that I do not have to remember to log off of one device
anytime I think I might want to log in on another device.

PS. I am planning to purchase the "version upgrade" SKU (T75-00037)
but migrate to a new server in the process. Do I have to actually
install SBS2k and then upgrade to use this product, or can I do a clean
install where it just asks me to insert the old SBS2k disk at some
point like most upgrade product will permit.
