No DSN Server Reply

I am having a problem I have posted before without a resolution. I have
my SBS2003 set to use my ISP's DNS server and DHCP for all my client
computers (who use the SBS2003 for their DNS).
The problem is I will try and load a domain at a client and I get a
domain not found error. I can then try immediatly try again and get it.
I did some network monitoring and I can see the query going from the
client to the server, then the server to the ISP DNS server. Then,
there is no response back from the DNS server. However, I also see the
query again and we do get a response from the DNS server.
My first thought is it is my ISP's DNS server, but I have tried several
and they all are doing the same thing.
Any ideas?
