Hello Susan,
Thank you for posting in the SBS newsgroup.
According to your description, I understand that you received the error
message "windows time cannot connect to a RPC Server". If I have
misunderstood your concern, please don't hesitate to let me know.
First of all, please refer to the following steps to verify the windows
time service configuration:
I. Check the windows time service Startup type.
1. Click Start, click Run, type "services.msc" and click OK.
2. Locate the Windows Time service, is it running? If it is disabled,
double-click the Windows Time service, change Startup type to Automatic and
click OK.
3. Right-click the Windows Time service and click Start. As you mentioned,
the service has failed to start, please do a screen capture for the issue,
and attach it in your reply.
II. Secondly, configure the SBS server to synchronize with an external
time server by following the steps below:
1. Click Start, click Run, type "cmd" (without the quotation marks) and
press ENTER.
2. Type the following, where PeerList is a comma-separated list of Domain
Name System (DNS) names or Internet protocol (IP) addresses of the desired
time sources:
w32tm /config /syncfromflags:manual /manualpeerlist:PeerList

3. Run the following commands:
w32tm /config /update
net stop w32time
net start w32time
w32tm /resync
III. Note that if you are running ISA on the SBS server, follow the steps
below to create a packet filter. The SBS NTP 123 Out CustomFilter created
by the CEICW is for TCP/123, that will not work with SNTP. As you
mentioned, if you don't install ISA Server, but there is a hardware router
in front of the SBS Server, please also refer to the information to allow
UDP 123 network traffic.
1). In the ISA Server management tool, expand the management nodes that are
beneath your server name.
2). Expand the Access Policy branch to view the list of access policies.
3). Click IP Packet Filters, right-click SBS NTP 123 Out CustomFilter and
click Delete.
4). Right-click IP Packet Filters, point to New, and then click Filter to
start the New IP Packet Filter Wizard.
5). Type a descriptive name for the filter (such as SNTP Allow Filter), and
then click Next.
6). Click Allow packet transmission as the Filter Mode, and then click
Next.
7). Click Custom as the filter type, and then click Next.
8). On the Filter Settings page, click UDP for the IP protocol, click Send
receive for the direction, All ports as the local port, click Fixed port
as the remote port, use port 123 as the remote port number, and then click
Next.
9). Keep the default settings by clicking Next through the next two wizard
pages, and then click Finish at the Completing The New IP Packet Filter
Wizard page.
10). Click Start, click Run, type "services.msc" and click OK. Right-click
Microsoft ISA Server Control and click Restart.

IV. In addition, please check DNS settings on the SBS Server. If you have
2 NICs on your SBS server, both should point to only the IP address of your
internal NIC for DNS. And all of the clients should also point to only the
SBS internal IP address for DNS.

1. Please locate the Errorlog.txt and Eventlog.txt from the ..\Program
Files\Microsoft Integration\Windows Small Business Server 2003\Logs folder,
and check whether there are any error messages noted on this issue, then
