Thanks for posting here.
>From your description, I understand that you can not access internet ADSL
modem crashed. If I am off base, please don't hesitate to let me know.
Please try follow suggestions in turn till the issue be resolved.
1. At first I suggest you rerun CEICW. Please follow the guide of the
following link to configure your network access properly.

2. Since the problem occurs after an ADSL modem crash. Please replace a
modem and have a test. (if possible).
3. This problem can occur if there is a custom filter configured under NAT
Basic Firewall in RRAS and the filter conflicts with an existing port/IP
address configuration.
To resolve this issue, re-configure the custom filter with a different port
and/or IP address.
Please follow the steps to reconfigure the custom filter to resolve the
issue.
1). Start the Routing and Remote Access snap-in in MMC.
2). In the left pane, click NAT/Basic Firewall under the IP Routing node.
3). In the right pane, right-click the adapter that has been configured as
the external adapter, and then click Properties.
4). please check the filter configuration and change properly.
*Note: have you installed ISA? For your description, I think you haven't
installed. If you installed ISA, you will not see NAT/Basic Firewall under
the IP Routing node.
4. If problem is not resolved at this time, I suggest you do the following:
1). Reset TCP/IP
a. Click "Start", and then click "Run".
b. In the "Open" box, type " netsh int reset all " (without the quotation
marks), and then click "OK".
2). Reinstall NIC
Then restart computer and check again.
3). Rerun CEICW
