Thanks you for update.

I am very glad to see you have resolved the issue.

>Start Server Management, click Users and then click the "Configure
Password Policies" link.
>In that you can specify when the policies go to efforts in a dropdown list.

The password policy will apply to the whole domain users. It will take
effort immediately,but it doesn't keep the settings in that wizard. So when
you reopen the wizard it just show the default settings.
