Print Queue - "Access denied, Unable to connect"

Help me please...I've been trying to correct this issue now for almost two
weeks off and on.
I'm running an SBS 2003 Prem. server with an additional MS Win 2k3 Std.
member server perfoming A.D., DNS and print services. All non-admin users
are receiving this message when they try and access the print queue on all
A.D. published printers. Everyone can print to the printers no problem, just
managing the queue is an issue. I know its not ideal to have users being
able to manage a print queue, but in an engineering firm when some prints
need to go out before others, its a necessary evil.
Anyway, I have added a couple of domain local security groups to the Print
Operators group and the message still appears.
Any ideas from anyone would be helpful.
