Would you please to help me to double check the following things?

1. Uncheck "Ask unauthenticated users for identification" in ISA Management
| server Properties | Outgoing Web Requests tab.
2. Double check if you have created the following rules:

1) Create a Protocol Rule, allow all outbound traffic, and then apply to
Any Requests.
2) Create a Site and Content Rule, allow all sites and contents, and then
apply to Any Requests.
