Actually, we can achieve this goal following the method in the below KB:

How to open another user's calendar by using Exchange Server 2003 Outlook
Web Access

As for the problem with 1 week view and 1 month view, please check the
following KB to see if it is your case:

The contents of your Inbox and your Calendar are not displayed when you use
Outlook Web Access to access your mailbox, and your mailbox is stored on a
Windows Small Business Server 2003-based computer

Also, please install the following hotfix:

FIX: IIS 6.0 compression corruption causes access violations

if the above information does not help, please help me collect more
information:

1. Do you have problem with 1 week view and 1 month view while opening the
calendar in Outlook?

2. Are there any error message or event log related to this issue?

3. Does this issue happen for all user account?

4. Does this issue happen on all client PCs?
