There are numerous ways that Accountants can get the data... TS in admin mode is not one of them.
Besides.. you have to install QB on the server.... you don't want that insanely sucky app on a server.
I use Intuit's webex to remote when I need to.

it sounds like you are heading towards allowing 'users' to operate the server, DON'T. A server is not a workstation.
TS Admin mode is designed to allow the administrator(s) access to the server. 2 sessions are the maximum allowed.

two modes, Application and Remote Administration. Does the second mode

exist? And does it run in SBS 2003?

should be an App Mode TS.
SBS can act as TS Licensing server for your AD, it does so in exactly the
same manner as any other 2003 TS License Server (almost).
