SBS cals cover the member server,
YOu need a full Windows 2003 OS
and for TS cals dig up any XPs you had prior to 4/23/2003 and they have grandfathered TS cals

The SBS itself, cannot, and should not, have Application Mode TS enabled. Microsoft did us a humongous favour and made it difficult to do so, _NO_ DC should be an App Mode TS.
SBS can act as TS Licensing server for your AD, it does so in exactly the same manner as any other 2003 TS License Server (almost).
