Msiexec error when running Office Apps

I connected a new user/workstation to our SBS2003 network and everything
seemed to go well execept that whenever I try to run an Office 2003 app on
that workstation when logged into the SBS domain, the Windows Installer
starts then fails and requests to send an error report to MS for msiexec.exe.
This usually happens twice, then the app opens. Outlook will not open at all.
I have no problems if I log on using the old username on the local machine.
How can I resolve this? Thanks.
