Hi GTP,
It is as secure as your passwords are and your password policies are.
Without a username/password, it is very difficult for someone to get in by
using VPN. It is nearly impossible for someone to "listen" to the traffic
between your remote client and your server to decrypt your password as well.
Yes in short it is secure.
However as mentioned before, if someone connects to the network with a PC
using VPN, then their PC is like a PC on the network. If that PC is infected
by a virus or worm, it can copy itself, etc...
