Hi Joe,
Thanks for posting here.
>From your problem description, I understand that you want to share a third
party developed program within your internal network. If I misunderstand
you, please don't hesitate to let me know.
1. Because a program run must need some resource to support, sometimes it
needs local resource in OS, that program must be copied to local computers.
You can clarify that with your technical engineer.
2. For your security and stability, I suggest you use Setup Client
Application wizard or GP Policy to assign this program to clients.
Steps to assign client application to client:
Please open "Server Management" -> Client Computers -> Setup Client
Application, at this time, you can specify the folder location, please be
sure to copy the program folder to C:\ClientApps.
After the wizard completes, please choose "Client Computers" -> "Assign
application to client computers" and choose the program folder and the
client
computers you want to deploy the application, follow the guide to finish
the process.
Controlling client installations through Group Policy, please refer to:

I hope the above information helps. If you have any further questions or
concerns, please feel free to let me know. I am always happy to be of
further assistance.
Best Regards,
