SMTP - connection failed

When I try to connect to the smtp server from the server or the clients I get
this message.

C:\Documents and Settings\Administrator>telnet localhost 25
Connecting To localhost...Could not open connection to the host, on port 25:
Con
nect failed

Can anyone tell me what is causing this?
Does SBS not use port 25?
All mail clients works fine.
