Thank you for posting in SBS newsgroup.
>From your description, I understand you want to send a popup message to the
network user. You may use "net send" command but most machines have been
configured to disable the Messenger service so that they are unable to
receive the pop-up message. Instead, you may need to send the email or use
the MSN Messenger.
Regarding "send reoccurring emails from outlook", you may open the email in
Sent Items of Outlook and then select Resend This Message in Actions menu.
