Sorry for delayed response.
After made a research today, I would like to answer your questions one by
one:
1. Generally speaking the speed on the VPN connections between two remote
networks depended on many factor, such as internet speed network speed,
router's quality also related to the VPN client software. I am not sure
about the VPN client software you used, so I can not give you a detailed
solution on from the software side. As we know the site to site connection
might be better for your situation. Of course, you can make a test to
perform a VPN connection in the internal client to see if not practical for
use. You can use the windows based VPN client software to make the VPN
connection between two internal client to check if you can use the mapped
driver or shard folder without any delay.
2. As this question related to the Symantec VPN you use also as I know
Microsoft does not offer the gateway to gateway VPN software. So we can not
do the similar tests and give you the detailed steps, however as you
convenience, I would like to give you some link for this kinds issue:

It your best interest to contact with Symantec for configure the Wins
Netbios also DNS services on the VPN clients. I appreciate your
understanding on this questions.
3. Generally speaking, it depended on the network topology you use, I
understand that you have a VPN gateway in each side, so you may have some
router or switch also locate in each side, the IP address might be assign
by different server(device). In this way, we can not host the two sides in
a same subnet. This is because the computers deliver the packages according
to the routing table. If the destination address is in the same subnet, the
computer will not deliver the package to the gateway. Thus, the packages to
the remote network would not be routed properly.
