Unable to print on ports 9100/515

We have an SBS 2003 in the traditional config with 2 NICs running ISA2000.
We have installed a Sharp copier and a fax that also can be printers and can
ftp, email, and make coffee apparently. Anyway they do everything just fine
except print. They can go outside of the firewall to ftp and email to a
POP3, but can't print within the network.
We have done the following config in ISA:
1) Configured Protocol definitions for ports 9100 and 515 as outbound
2) Created client address sets for the domain, and for the two products
which are configured for static IPs 192.168.16.101 and 192.168.16.100
3) Created a protocol rule for both ports and all others required for
outside access that apply to both client address sets
4) We have no packet filters set up.
It appears that ISA is blocking port 9100 - I can ping the IP, but cannot
telnet to the port, and I cannot print. I don't see any errors in the event
log. I don't really get why ISA would allow the external access, but block
the internal access.
Any help would be apreciated.
